Investigation on basic situation of the new rural cooperation medical system in Beijing

摘　　要：目的加强和改善北京市新型农村合作医疗管理工作，进一步提高新型农村合作医疗对农民的保障水平。方法对北京市13个郊区县的所有区县卫生局和区县合作医疗管理办公室、11家区县级医院和27家乡镇卫生院及10个远郊区县的1240户农民家庭进行调查。结果北京市13个郊区区县均已开展新型农村合作医疗工作，参合人数稳步上升（2007年参合率达88．8％），筹资水平大幅提高，政府出资为主的筹资格局已经形成。农民对医疗服务的利用明显提高，新型农村合作医疗资金收支平衡情况较前好转，但其受益面较窄。结论新型农村合作医疗政策和管理有待进一步调整与完善。Objective To strengthen and improve the management of new rural cooperation medical system and to further improve the medical insurance for peasants in Beijing. Methods Investigation was completed in all health departments and cooperative medicine management offices of 13 suburban districts and counties, 11 county-level hospitals and 27 rural hospitals, and 1 240 peasant families from 10 suburban districts and counties in Beijing. Results The new rural cooperation medical system was developed in all 13 suburban districts and counties in Beijing. There was a steady increase in the number of peasants participating in the new rural cooperation medical system, and the participation rate in 2007 was 88. 8%. The funding level increased substantially, and the pattern of funding mainly by the government was formed. More peasants accessed medical services. The balance between financial income and expenditure was better than before, but the range of benefits is narrower. Conclusion The policy and management of new rural cooperation medical system need to be further adjusted and improved.
