现代农业建设的制度创新问题研究——基于福建省现代农业建设实践的分析

摘　　要：现代农业建设需要与之相适应的制度安排。目前对现代农业制度方面的研究,以理论层面的研究为主,以福建省为例,侧重从现代农业建设的实践层面对制度创新进行一些探讨和补充。通过对福建省现代农业发展概况和近年来比较有特色的创新土地经营制度、集体林权制度改革、推行农村"科技特派员"和"六大员"制度、加强闽台农业合作、构建农村服务长效机制等几项制度创新进行分析,提出现代农业制度创新要有利于激发内在的活力和注入外在的推力,要尊重基层和农民的首创精神,要着力于加强平台建设,从而降低成本、提高效率等启示及相应对策。Modem agriculture construction asks for appropriate institutional arrangements. Current studies on modem agriculture institution focus on the theoretical aspect while the paper, by using the facts from Fujian Province, emphasizes the practice aspect of modem agriculture construction to study the institutional innovations and supplement the existing knowledge. Through summarizing the overall development of modem agriculture in Fujian and analyzing the recent featured institutional innovations, including innovative operational institution on farmland, institutional reform of property rights on collective forest, implementing the institution of Agent of Science and Technology and Six Types of Personnel in rural areas, strengthening agri- cultural cooperation between Fujian and Taiwan, and constructing the mechanism with long-term effectiveness in rural service sectors, the paper puts forward the enlightenments and options on the institutional innovations in modem agriculture, including integrating internal vitality stimulation with external driving forces, respecting the initiatives of the grass-roots units and farmers, and focusing on the platform construction to reduce costs and improve efficiency.
