民营社区卫生服务的政策及管理制度分析

摘　　要：为了完善国家及地方对民营社区卫生服务实施的政策和管理制度,比较了国家及武汉市对民营社区卫生服务与政府主办的社区卫生服务采取的政策及管理制度,发现:国家及地方对民营社区卫生服务机构在准入和淘汰管理、区域卫生规划和医疗保险定点机构纳入、公共卫生的补偿、性质的重新定位、监管的严格化等与政府主办的社区卫生服务机构实施"一视同仁"的优惠政策及管理制度。但是,在房屋和设备、人员核编、医疗服务价格管理、政策的具体实施等方面却存有一定的偏见。In order to perfect central and local governments＇ policies and management systems to private CHS, we compared the policies and management systems to private CHS with the policies and management systems to public CHS. The result： the same preferential policies and management system, used by CHS that under the auspices of the government, have been implemented on private CHS institutions by country and local government on admittance and elimination management, regional health layout, medical insurance institution intake, public health compensation, public health reorientation, strictly supervising and management and so on. But there are still some biases on houses and equipment, personnel, medical service price management, policy implementation.
