摘　　要：从人性观中的"性善论"、"性恶论"、"社会关系论"三个维度透视了科学发展观的树立和落实,阐述了教育及制度在落实科学发展观中的价值,并从人性的维度进一步佐证了树立和落实以人为本的科学发展观的现实性。To be human-oriented is the essence and core of the scientific implementing the scientific view of development from the perspective of view. This paper examines the scientific view of development based on view of development. Therefore, establishing and human nature is of great help in practising this such theories as ＂goodness of human nature＂, ＂evilness of human nature＂and ＂social relationship＂.
