摘　　要：目前，我国学术界多从产业变革的角度为农村人力资源的开发寻求出路，这一思路存在诸多缺陷。实际上，我们更应从政策环境和法律制度构建的角度来研究农村人力资源的开发问题，确立我国农村人力资源开发及其法律保护，促使我国农村人力资源的开发向纵深发展。这样，我们的相关开发战略才具有可持续性，也才能避免单纯政策导向型开发战略的弊端。At present, Chinese academia tried to seek a way out on the development of human resources in rural areas from point of view of industrial transformation, there are many defects on this thinking. In fact, we should make the policy environment and the legal system build in rural areas in terms of human resource development, establishment of rural human resources development and protection of the law and to make Chinese rural human resources development in depth and breadth. To avoid simple policy-oriented development strategy flaws.
