水土保持在密云县生态县建设中的支撑作用

摘　　要：作为首都重要的地表饮用水源基地,密云县长期以来把水源保护作为一项根本任务,不断丰富和完善水源区的发展战略。创建国家级生态县,是密云县新时期深化实施首都水源区发展战略的重大举措。水土保持以保护、改良和合理利用水土资源为目标,改善农村生产生活条件,在生态县建设中具有重要作用。(1)改善生态环境,涵养水源,防治污染,调节气候,减少灾害,是生态环境建设的主体;(2)引导和培育生态产业,加快生态农业,带动休闲旅游业的发展,是生态经济体系建设的保障;(3)促进乡风文明,推动民主管理,改善人居环境,推动生态文化体系的构建。由此可见,水土保持是密云县生态县建设的重要支撑。As the most important source area of surface drinking water for Beijing City, Miyun County takes the protection of drinking water as one of the main works of the government and insists on developing and completing correlative strategy system. Building a national ecological county is the critical measure for implementing the strategy of protecting water source for Beijing City deeply in a new period. The objects of soil and water conservation are to protect and improve the utilization of water and soil resources and improve the production and living conditions. Soil and water conservation has multiple effects on building the ecological county for Miyun County. Firstly, it can improve ecological environment, preserve water source and prevent pollution, which is the main work of building ecological environment. Secondly, it can lead and cultivate ecological industry and prompt the development of tourism, which is the guarantee of economic system for building an ecological county. Thirdly, it can improve the civilization of rural area, push the democratization management, and improve the human living environment and ecological culture system. All of the above show that soil and water conservation offers an important support for building Miyun ecological county.
