摘　　要：西藏,由于独特的自然地理环境以及社会历史等因素的影响与制约,新农村建设也就显得十分"特殊"。在这种现实环境和历史条件下,必须正确分析当前西藏农村经济发展中遇到的各种"重大而基本"的社会矛盾和问题,找到西藏社会主义新农村建设的突破口.从目前西藏新农村建设面临的主要问题来看,着力解决好农牧民的生产生活条件、增加农牧民的收入便成为西藏社会主义新农村建设的首要任务,即实现广大农牧民群众"安居乐业"的安居工程便成为西藏社会主义新农村建设的突破口和切入点。Tibet is very special in the course of constructing Socialism new country because of its particular geographic and social status. Under such circumstance, we must analyze the current ＂significant and basic＂ contradiction and problems in Tibet to find out the breakthrough point in order to build new countryside economy. With understanding of the current situation, the author concludes that it is the primary task to improve the living standards of the farmers and oxherbs. In other word, the ＂An--Ju＂ project, which focuses on realize the better lives of the farmer and oxherbs, is the breakthrough point.
