摘　　要：20世纪90年代中期以后,VE/VM在中国的应用进入了一个相对低谷阶段。在前面实证研究的基础上(见《价值工程》2007年第6期第1～5页),基于复杂系统的思维,从(1)经济运行机制与VE/VM的运作环境关系,(2)经济时代变迁与VE/VM的适应性关系,(3)企业管理素质与VE/VM的运作要求关系,(4)对VE/VM理念、方法论与方法的片面性理解这几个侧面,对VE/VM在中国应用回落的这种现状进行分析,探讨了中国理论界和工程界的不作为问题和责任。Since the middle of nineteen nineties , VE/VM applications in China declined quickly. In this paper, based on the systematic thinking, several factors which caused this outcome have been analyzed＊： （1） relation between economic operation mechanics and VE/VM application environment requirement＊, （2） relation between the change of economic times and VE/VM adaptability, （3）relation between enterprise management diathesis and VE/VM application requirement, （4） misunderstands of VE/VM ides/theory/methodology/method. Further, by this analysis, give out the questions and duties on the nonfuldillment of both theorists and engineers fields.
