摘　　要：目前发行地方公债是大多数国家地方政府的普遍做法。从三个方面对地方公债发行进行了探析:从公共产品的性质来看其发行的必要性;从市场条件来看其发行的可行性;从公共资源的配置意义上认识其有效性。最后,针对现状提出了确定地方公债的法律地位、隐性地方债务显性化等建议。It is a common phenomenon that the bonds issued by regional government in many country.This thesis analyzes the regional government bonds from .there facets.The first is the necessity from the character of public goods;The second is the practicability from the condition of markets;The third is the effectiveness from the sense of the distribution of public resources.At last some advices are offered such as making regional government bonds legal status and discovering those underlying debts.
