摘　　要：日元贷款陕西植树造林项目是陕西省第1次利用国外政府贷款实施的造林项目。项目的主要目的是改善生态环境、促进社会经济发展和加快项目区群众脱贫致富步伐。该项目在实施中结合陕西省林业实际及林业发展状况,采用了国际上先进的林业项目建设理念和方法,使项目得到了顺利的实施。日元贷款植树造林项目建设,不仅促进了区域生态环境改善,帮助了项目区农民脱贫致富,而且使我们树立了现代林业管理思想和理念,对推动林业体制改革进程将发挥重要作用。Shaanxi Loess Plateau Afforestation Project is the first afforestation project which was funded by foreign government loan. The objectives of the project are to improve ecological environment, promote social and economic development, and speed up poverty reduction in the project area. In the project implementation, advanced forestry project development concepts and methodology were applied in combination with the forestry development situation in Shaanxi Province, and the project implementation underwent successfully. The implementation of the project not only improved the ecological environment and helped the local people get rid of poverty, but also helped us formulate the concept of modern forestry management, which will play an important role in promoting forestry institutional reform in Shaanxi Province.
