摘　　要：1997年以来,农民收入变化呈现出收入增长缓慢、农民与城镇居民之间以及农民之间硕儒差距持续扩大两大突出问题。造成该问题的原因是多方面的,笔者试从我国农业生产基础条件差,生产率低;农村公共产品供给不足;城乡二元社会结构长期存在三个方面进行了深入研究,并得出结论。Two problems have been presented to farmer＇s income since 1997. Firstly ,farmer＇s income increases slowly. Secondly, the income gap between farmers and farmers , farmers and citizens extends sustainable. Mainly, three causes lead to above problems mentioned ： fundamental cause is that the efficiency of agricultural production is too low; indirect cause is that the provision of rural public goods is too lack; and institutional cause is that the two structure of rural and urban society is still existing.
