东北经济区产业结构特征与区域发展模式探析

摘　　要：东北经济区应被界定为包括东北三省及内蒙古东部呼伦贝尔、通辽、赤峰、兴安盟和锡林格勒盟等五盟市在内的经济区域,以取代传统的仅包括东北三省的东北地区。在产业结构和地域分工态势上,东北经济区各地区间具有一定的产业梯次,各专业化部门均具有以自然资源开发和利用为地域分工的特征,且地区间产业在一定程度上存在着非合意性的"趋异"和合意性"趋同"。以此为依据,在"地区互动"的战略方针指导下,东北经济区应选择核心与外围的区域经济发展模式及梯度推移的区域发展模式,以促进和实现东北经济区优势互补和协调发展。The northeast economic region should be defined as an economic region covering the three provinces of Northeast China, and five cities of the eastern part of Inner Mongolia, which are Hulunbeier, Tongliao, Chifeng, Xinganmeng, and Xilingelemeng. This definition should replace the traditional one, which only includes the three provinces of Northeast China. This has great operational and strategic significance in the prosperity of the old industrial base of Northeast China. In terms of the industrial structure and the state of geographic division of labor, different areas in the northeast economic region have certain kinds of industrial grads. At the same time, fields of specialization in different areas have the same state of geographic division of labor, which are featured with the exploitation and utilization of the natural resources. Besides, ＂Undesired Divergence＂ and ＂Desired Convergence＂ exist among these different areas. Based on the above factors, the northeast economic region should be guided by the concept of regional interaction and choose the mode of regional economic development, which focuses on the core, periphery, and grads process, in order to promote strength complementation and harmonious development for the northeast economic region, and accelerate the prosperity of the old industrial base of Northeast China.
