资源约束变动与区域经济动态均衡发展——基于广义资源视域与资源配置力的考察

摘　　要：2003年以来,在世界经济复苏与经济全球化背景下,以资源高消耗、投资高增长为基础的中国经济高增长,导致了国际市场资源价格大幅上涨与国内资源约束递增。受此影响,东部沿海自然资源相对匮乏的地区生产成本上升,经济增长趋缓;中西部自然资源富集地区投资持续增长,资源产业与地方经济得到快速发展。可见,市场供求关系变化引致资源稀缺的结构性变迁与地域性转移,以及地区经济竞争力的变化,使东中西部地区经济出现收敛趋势。这表明,在市场体制下,经济发展与市场供求关系变化会带来资源约束变动,地区经济增长与区域经济关系变动因此受到资源供给的约束与资源配置力的影响。由于经济发展的不确定性与市场供求关系难以锁定,地区资源供给与资源配置力处于动态变化之中,区域经济协调发展因而是一个动态均衡过程。　 After 2003 year＇ s, on the background of world economy recovery and economy globalization, China＇s economic development which is on the groundation of high resourcese consume and high investment, lead the resources price in international market to ineease greatly and the resources restrain in China to develop. On the influence the district on the east part of china which is short of natural resources, the production cost increase and economic development decrease. But in the middle and west part of china which is rich of natural resources, the investment increase continually, the resources industry and regional economy develop quickly. District economy retrend to convergence. This show that district economy development and regional economy relationship have been influnced by the resources supply and distribution. Ditrict economy development is a moving and balanced process.
