摘 要:滇中调水工程规划区(简称"滇中区")地处长江、珠江、红河、澜沧江4大流域的分水岭,地势起伏相对较小,城市密集,耕地集中,光热充足,是云南省政治、经济、文化和科技中心,但水资源匮乏且开发利用难度大。根据水系、地形并兼顾行政区划,将滇中区划分为112个水资源计算小区。对各小区规划水平年进行水资源一次平衡,说明以现状用水方式,规划水平年滇中区的缺水分布。在充分节水、当地水挖潜以及污水回用后,对滇中区进行二次平衡,分析滇中区的缺水分布及当地水的承载能力。为保障滇中区经济的可持续发展,根据二次平衡结果及缺水分布,论证规划区外调水的必要性,并确定需要从区外调水的区域。最终确定滇中区有31个受水小区,并由三次平衡确定需要从区外调水的水量。以上水资源规划方法,为滇中区水资源利用与开发指明了方向,对其它流域或区域水资源规划具有普遍意义。Water resources planning area in the middle area of the Yunnan province is in the water divide area of 4 river basins of the Yangtze river,the Zhujiang river,the Honghe river and the Lanchang river.The topography in this area is gentle with features of cities and farmland concentrated,full sunlight and heat resources,and is the center area of politics,economy,culture and science of Yunnan province,but water resources is poor and difficult to be developed and utilized.Based on water system,topography as well as administrative division,the middle area of Yunnan province is divided into 112 water resources computation sub-area.First water resources balancing for every sub-area in plan level year is conducted to reflect present water use mode,water shortage distribution condition in the middle area of Yunnan province.After effective water saving,full utilization of the potential water resources and sewage treatment and re-use,the second water resources balancing in plan level year is conducted to analyze water shortage distribution condition in the middle area of Yunnan province and bearing capacity of local water resources.In order to guarantee economic sustainable development in the middle area of Yunnan province,according to the second water resources balance result and water shortage distribution condition, the necessity of water transfer from other basin is demonstrated and the sub-areas needing water transfer from other area are determined.As a result,31 reception subbasin in the middle area are determined and their needed water quantity is also determined according to the third water resources balance.The abovementioned water resources plan points out the way of water resources development and utilization in the middle area of Yunnan province and possesses general significance of water resources planning for other basins or areas.
