摘　　要：地方政府之间的竞争,已经成为我国政府之间关系的一个重要现象。当前地方政府间竞争在凸显其积极、正面效应的同时,由于不当竞争行为已经引发了诸多的消极、不良效应。只有对地方政府间的种种不当竞争行为进行科学、合理、有效的规范,趋利避害,才能切实提升地方政府的竞争力。The inappropriate competitions among local governments have been a type of important phenomenon in the relations of our government. As the competitions among local governments have played a positive and head - on role, because of the inappropriate competitions, they also have brought out a series of inactive and negative effects, So, we must standardize a lot of kinds of inappropri- ate competitions among local governments scientifically, reasonably and effectively, and strive to seek advantages and avoid disadvantages to heighten the competition ability of local governments practically.
