摘　　要：依照我国在入世议定书所作的承诺,自2006年12月起,我国应开放移动话音和数据服务领域,加之之前已经部分开放的增值电信服务和基础电信寻呼领域,我国电信服务业正面临着前所未有的压力。美国诉墨西哥影响电信服务的措施争端案是电信服务贸易领域第一个由WTO专家组作出裁决报告的案例,分析本案不仅可以更深入地了解WTO电信服务贸易规则,更有助于我国更好地运用《服务贸易总协定》(GATS)相关规则应对因电信服务市场开放所带来的一系列问题。Pursuant to the China＇s commissions in the Protocol on the Accession of the People＇s Republic of China to WTO,China should open mobile voice service and data service fields since December 2006, plus added-value telecommunication service and basic telecommunication paging service fields which have opened partially before,and China＇s telecommunication service industry is encountering unprecedented pressures.The Case of Telecommunication Service Trade Measures between USA and Mexico （USA vs. Mexico） is the first case decided by the WTO panal.The analysis on the case shall not only contribute to more detailed information on WTO telecommunication service trade rules but also be useful to China＇s application of the relevant rules of GATS to resolve the problems rooted from the opening China＇s telecommunication service trade market.
