摘　　要：抽象行政行为是政府进行行政管理的重要手段。我国实施抽象行政的主体广、层次多,上至国务院及其各部委,下至乡镇政府都有权制定各类效力不一的规范性文件,在实际生活中它们具有重要影响,是很多行政机关的执法依据。对抽象行政行为进行有效的控制是一个国家实现行政法治的重要标志。历经17年的酝酿,历经十数年的起草,历经全国和地方各级人大及其常委会十数年的实践、探索、总结,监督法这部在中国民主法制建设进程中具有重要意义的法律,终于在构建和谐社会的背景下登上了历史舞台。Abstract administrative action is an important method for government administrative management. The object of the abstract administrative behavior ranges from the state council and its several departments to a county government, and every unit has the fights to formulate different kinds of normative documents, and they play a very important role in reality, they are the basis of the executive department＇s law enforcement. An effective control on the abstract administrative action is an important symbol of state＇s law. By 17 years preparation, more than 10 years composing, and more than 10 years experience of the state and local people＇s congress, the supervision law is finally born on the stage of the history.
