摘　　要：针对目前城市规划编制过程中普遍存在的"重上轻下"的问题,有必要强化竖向规划在城市规划中的控制作用及对未来基础设施建设和工程量的引导作用。因此,必须打破传统市政单项规划之间的界线,强化它们之间的联系,尤其是给排水规划与道路竖向规划之间的关系,为施工图设计提供更加科学的依据。Focused on the phenomenon of ＂neglect the underground＂, the paper attaches importance of vertical planning to the control and guide of future infrastructure construction. It emphasizes the significance of breaking the traditional boundaries of individual municipal planning, setting up a new and close relationship among them, especially among urban water supply and sewerage system planning and standard vertical height of roads, and hopefully providing scientific basis for further construction documentation.
