摘　　要：清末政府在中央设立商部来专门负责振兴工商业经济。商部在振兴工商业经济的同时,还在致力于农业经济的发展。在全国各地设立农会组织就是商部改良传统农业的一个主要措施,商部的这一措施,一方面推动、促进了中国传统农业的改良,另一方面,也使中国基层社会开始诞生了一个近代意义上的自治组织,对中国传统社会的转型影响深远。In late Qing Dynasty, the government set up the Ministry of Commerce to be responsible for vitalizing industry and commerce, as well as concentrating efforts on developing agricultural economy. As a main measure to ameliorate the tradition agriculture, they set up the farmers＇ association throughout the country. This measure not only promoted ameliorating the tradition agriculture, but also promoted the first autonomous organization delivered in Chinese grass - roots unit society, which had produced far - reaching influence on the social reformation of traditional Chinese society.
