摘　　要：从系统工程的角度,借鉴ISO9000质量管理体系的基本原则,系统地提出了高等学校内部安全保障体系的基本框架,对安全文化、安全防范、安全管理等三个子体系的内涵进行了科学的界定,并分别提出了基本的建设思路。Profiting from the basic principles of IS09000 Quality Management System,the essay proposes the framework of the internal security system in colleges systematically from the point of systematic engineering. It also scientifically defines the connotations of the three sub-systems-the security culture ,the safeguard and the security management, and then puts forward the basic thinking of construction separately.
