摘　　要：长期以来,人们提到的资源一般是指自然资源。从当前世界发展趋势看,自然资源虽然对区域社会经济发展十分重要,甚至起到某种决定性作用,但社会经济发展水平往往取决于社会经济资源对自然资源的作用效率。在现代社会中,资源的概念迅速扩展,人们对复杂问题的理解和思维方式正在发生日新月异的变化。特别是面对全球经济一体化、资源环境和生态全球化趋势,考虑可持续发展的总体要求,资源、人口、经济、环境、生态、社会等越来越明显地交织在一起。"垃圾"作为一种资源类型,愈来愈受到世界各国决策界和学术界的高度重视。通过我国经济增长和城市垃圾增长的正相关关系,分析了城市垃圾资源循环利用的操作原则和相应对策。For a long time, when the people mentioned the resources, basically refered that it was the natural resource. In fact, looking from the current world development tendency, the natural resource although was extremely important to the regional social economy development, even some kind of decisive function, but the social economy level of development often was decided by the social economy resources to the natural resource functioning efficiency. In modern society, resources concept rapidly expanded, the people were having the change to the complex question understanding and the thinking mode which changed with each day. Specially faced the whole world economic integration, the resources environment, the ecology globalization tendency, considered the sustainable development the overall request, the resources, the poptdation, the economy, the environment, the eeology,the society and so on more and more obviously interweave in the same place. ＂Trash＂took one kind of resources type,increasingly received the various countries decision - making and the academic circles highly takes. In this article, the authors discussed the positive phase relations which grew through our country economy growth and the town refuse, analyzed the town refuse resources circulation use operation principle and the corresponding countermeasure.
