摘　　要：该文针对政府机关、企业、军队等专有网络用户管理的现状,分析了存在的主要问题,指出了对网络用户实施科学规范的管理是实现专有网络安全运行的前提和安全防护的基础,同时给出了相应的对策。　To the current situation of goverment,enterprise,military network user＇s management, this article analyses the disadvantage existing in network user＇s management, points out it is a prerequisite of network＇s safe operation and a foundation of network＇s safe protection, and provides the corresponding measure.
