摘　　要：政务公开是当今许多国家推行行政革新的核心内容之一。从公民与政府关系角度来看,政务公开包括信息告知、政府与公民互动、政府与公民合作三层含义。在对中国政务公开实践评估基础上,进一步深化政务公开需要从积极推进公众参与入手,重构政府与公民信任关系。Administration openness is one of the kernel contents in the administrative reforms in many countries. From the perspective of citizen and government relations, openness consists of information notice, interactions of government and citizens, and their cooperation. On the basis of evaluation of China＇s openness practices, further openness reforms should begin with promoting citizen participation and reconstruct the trust relationship between government and citizens.
