摘　　要：从外部性理论研究了控制性详细规划编制的目的,探讨了控制性详细规划的控制内涵,分析了控制要素在实际实施中变化的原因,分析了控制性详细规划的实际变化结果,从而更好地指导控制性详细规划的编制工作。The purpose to prepare regulatory detailed planning is studied from the viewpoints of externalities theory.In view of control meanings of regulatory detailed planning the reasons caused the changes in implementation process are analyzed as well as change results,in order to provide references to instruct preparation work of regulatory detailed planning.
