统筹城乡关系的县域经济发展之路——兼以黑龙江省为例的分析

摘　　要：在实现城乡统筹的选择中,以县域经济发展为基础,建立县域经济与统筹城乡相关的发展机制,是一种比较现实的路径。这是因为,县域经济与城乡统筹具有非常密切的关系,而且也容易建立起在县域经济基础上的城乡统筹发展的机制。在明确城乡统筹与县域经济关系及发展基础上,我们以黑龙江省为例,分析了县域经济在统筹城乡关系上的可能性,并探索了相应的发展机制。With the selections of implementating the overall planning of urban and rural areas, on the basis of the county economy development, establishing the related developing mechanism between county economy and the overall planning of urban and rural areas is a comparatively practical path. This is because county economy has a very close relation with the overall planning of urban and rural areas, furthermore, it is also easy to establish the mechanism of hamonizing the urban and the rural areas which is hased on the county economy. Therefore, this paper on the basis of the relationship between the overall planning of urban and rural areas and county economy, taking Heilongjiang Province as an example, analyses the possibility of the county economy in overall planning the relationship between urban and rural areas.At the same time, it also explores the corresponding development mechanism.
