铁路建设项目可持续发展评价指标体系的建立与计算

摘　　要：给出了铁路建设项目可持续发展和可持续发展评价的概念,明确了铁路建设项目可持续发展评价的3个制约条件和5项具体内容。这个制约条件是满足铁路沿线区域可持续发展的要求、保证交通运输行业的可持续发展和不牺牲后代人满足自身生存与发展的需要;5项具体内容包括经济、环境、社会、技术可持续发展评价以及经济、环境、社会、技术的协调发展评价。在这5项内容的基础上建立了铁路建设项目可持续发展评价28个指标体系,给出了各指标的计算方法,为铁路建设项目可持续发展评价提供了一套可操作的、系统化的评价指标体系。Concepts of the sustainable development and sustainable development evaluation of the railway construction project were defined, and it was pointed out that the sustainable development of the railway construction project should ensure the sustainable development of the areas along the railway, should ensure the sustainable development of the transport and communication trade and would not hinder our offspring in their developing. It was suggested that the sustainable development evaluation should conclude five aspects： economic sustainable development, environmental sustainable development, social sustainable development, technological sustainable development and coordination development among every two ones. Based on the five aspects, 28 indexes of sustainable development evaluation of the railway construction project were established and the calculation methods of each index were put forward. It provides an effective and systematic assessment index system for the sustainable development evaluation of the railway construction project.
