科技情报工作需要尽快摆脱“非常态”

摘　　要：本文从系统分析的角度,认为我国科技情报工作自20世纪80年代末以来进入"非常态"。当前国防科技情报工作虽有好转,但尚没有完全摆脱这种状态。文章剖析了导致科技情报工作"失常"的3个主要原因,指出情报观念的异化是当前的主导原因,并据此提出使科技情报工作摆脱"非常态"的3个切入点,即在理论和实践上科学界定和准确把握科技情报及其功能定位、科技情报机构职能定位、科技情报系统及工作价值定位3个问题。From the viewpoint of system analysis, this paper thinks that the scientific and technical information service in China has entered into an ＂abnormal state＂ since 1980s. At present, although the defense scientific and technical information service is taking a turn for the better, it hash＇ t got rid of the ＂abnormality＂ totally. This article analyzes the 3 major reasons for the ＂abnormality＂ of scientific and technical information service and points out that the dissimilation of the concept of information is the present dominant reason. The article hereby puts forward 3 methods for the scientific and technical information service to get rid of ＂abnormality＂, that is, giving a scientific definition and accurate grasp of scientific and technical information and its functional orientation, scientific and technical information institution and its functional orientation, and scientific and technical information system and its value orientation both in theory and in practice.
