摘　　要：美国总统否决权制度是以制衡思想为理论基础设立的,从理论上来讲,否决权的运作应起到保持宪政平衡的作用。然而,其运作所产生的影响与理论上应起的作用并非完全吻合,既有和谐的一面,又有矛盾的一面。The system of execution of veto right by American president is based on the theory of balance and operation thinking. Theoretically, the execution of veto right should play the role of balance for constitutional government. However, the impact of the execution and theoretical roles does not fit entirely, having the aspects of both harmony and contradiction.
