摘　　要：从分析通信业科技创新基金创立的必要性和现有基础入手,提出拟创立的通信业科技创新基金的性质和定位以及基金来源结构及投入方式,以期提高我国通信业的核心技术研发与制造能力,促进技术创新和业务创新,促进通信业产业链整体的协调发展。Based on the analysis of the reasons for the establishment of the Communication Industry innovation fund and existing basics, this paper proposed ideas on the nature and position, the source structure and invest- ment way of the Communication Industry innovation fund, to look forward to improving the research and devel- opment of the core technology and manufacturing capacity of the communications industry in China, promoting technological innovation and business innovation, promoting the coordinated development of the whole industrial chain of the communication industry.
