摘　　要：和谐校园要求民主法治、依法治校,落实"依法治校"就要对学校的各项工作建章立制,而一项科学的规章制度需要从制定和执行两个方面来考量。作者通过探讨规章制度制定与执行的各个环节,从而使学校规章制度更科学,更具人性化,促进和谐校园建设。A harmonious campus requires democracy and nomocracy, and to implement the concept of ＂Manage the School by Law＂ needs to set regulation on every aspects of the daily works; moreover, while considering whether a set of regulations is reasonable or not we should take it from two aspects： the way the regualations are established and the implementation of the regulations. Here the writer would discuss how to make the regulations more reasonable and humanized, from the aspects of the establishment and impementation of the regulations.
