摘 要:能源的利用是否具有效率是关系到经济发展的大事,传统的测度能源利用效率的方法比较简单,不能反映个体的独特差异,本文试图构造生产前沿面函数,采用数据包络分析方法(DEA)测度能源的利用绩效。本文利用全国、上海、浙江1991-2005年15年的数据,应用VRS下的DEA模型,利用DEAP2.1软件对上海市的能源利用绩效进行了分析。数据显示:从总量看,上海市能源利用效率在全国居于前列,与处于同一层次的浙江省相比在不同的时间段有高有低;从结构看,上海市第二产业能源利用绩效先高后低,从1999年开始明显低于第一和第三产业;从能源类别看,电力的利用绩效最高,而原油的利用绩效最低。Whether energy is utilized efficiently is related to economic growth.The traditional methods for measuring energy utilization efficiency is relatively too simple, which cannot reflect the unique feature of each individual city.This article attempts to build the frontier production function and measure energy utilization efficiency with DEA methods. It cites the data of the whole country, Shanghai, Zhejiang Province from 1991 to 2005, and analyzes Shanghai's energy utilization efficiency with DEAP2.1 and the EDA model under VRS. According to the data, Shanghai's overall energy utilization efficiency ranks high in the whole country; compared with Zhejiang, which is on the same level, Shanghai's position varies in different periods; in structure, its secondary industry energy utilization efficiency degraded, falling considerably behind first and tertiary industry since 1999; in classification, its electricity utilization efficiency was the highest and crude oil utilization efficiency was the lowest.
