摘 要:根据以往铁路建设项目利用外资土建工程采用价格指数法调整价差的实际情况,通过和铁道部实行的价差系数法进行价差调整进行对比分析。归纳出价格指数法调整价差存在的7个方面的差异和问题。分别为调整范围的差异,非调整因子的差异,调整年度的差异,劳务费调整的差异,钢材、木材、水泥及其他材料权重的差异,机械使用费调整的差异,调差地区划分的差异。并针对上述差异和问题进行分析,找出存在差异的主要影响因素,总结出一套既符合铁路项目投资管理及真实反映工程造价水平,又符合铁路实际情况及与国际惯例接轨的外资土建工程价格调整公式。According to the actual conditions of adjusting price differences with the price index method for foreign - funded civil works of railway construction projects, a comparison is made with the price difference factor method used by the Ministry of Railways for making the same adjustment. The comparison and analysis sum up the differences and problems in 7 aspects with the price index method when employed for the price difference adjustment, which go as follows: adjustment scope difference; non - adjustment factor difference; difference in engineering types; difference in adjustment years, difference in labor cost adjustment; weight difference in steel, timber, cement and other materials; difference in adjusting royalty of constructional plant ; and difference in division of price difference adjustment areas. The main influential factors for the differences are found out and a set of cost adjustment formulas are summarized for foreign - funded civil works, which are not only in line with the investment management of railway projects and mirror the true engineering cost level but are also in line with the practical conditions of the railway and the international management practice.
