摘　　要：目的建立上海市残疾人"人人享有康复服务"评价指标体系。方法系统采用文献评阅、问卷调查、现场调查、焦点组访谈、专家咨询等定性和定量研究方法构建评价指标体系。结果形成了由8个一级指标、32个二级指标和100个三级指标所构成评价指标体系。结论指标体系对实现上海残疾人"人人享有康复服务"目标具有指导意义。Objective To create the evaluation index system of rehabilitation service for all disabled in Shanghai. Methods Com- positive quantitative and qualitative research methods, such as literature review, focus-group discussion, questionnaire survey, specialist consultation were carried in the study, Results The Evaluation Index System of Rehabilitation Service for All Disabled in Shanghai finally comes into being includes 8 first-degree index, 32 second-degree indexes and 100 third-degree index. Conclusion The evaluation index system would be provided with directive significance to the goal of ＂rehabilitation service for all disabled persons＂.
