摘　　要：文章介绍了上海市杨浦区社区卫生服务综合改革的实践,通过"强化政府职能、财政保障到位、整合优化资源、转换运行机制、加强考核监管、建立信息系统、街道积极参与"等改革措施,取得了"降低医疗费用、提高诊疗水平、规范服务功能、加强监督管理"的初步成效。The article introduced the concrete measures during the integrated reform of community health service in Yangpu district of shanghai.The main measures included： strengthening the function of government,adequate finance guarantee,optimizing resources structure,transferring operation mechanism,reinforcing monitor of assessment,establishing information system and promoting the active involvement of district.Through these practice,we reduced the medical expenditure,improved the medical treatment level,normalized the service procedure and strengthened the monitoring and mangement.
