摘　　要：工程环境监理是公路建设施工期环境保护工作的一种有效机制,为监督和完善工程环境监理机制的执行,提出了工程环境监理执行效果评价的概念,探讨了工程环境监理执行效果评价的意义、内容及方法。在此基础上,对湖南常吉高速公路施工期工程环境监理执行的情况进行了分析评价,总结了常吉高速公路建设中执行工程环境监理制度所取得的成效,并针对在工程环境监理制度执行工作中存在的问题提出了可行的建议。Engineering environmental supervision is an effective mechanism of environmental protection in the construction period of highway. In order to supervise and consummate the implement of environmental supervision, a concept of Effect Evaluation of Executing Environmental Supervision is proposed, and the meaning, method and contents of Effect Evaluation of Executing Environmental Supervision are discussed. Based on these, a research on effect evaluation of executing environmental supervision of Chang-Ji Expressway in Hunan Province is made during the construction period. The achievements that are made in the course of executing environmental supervision system are summed up, and some feasible suggestions to deal with the problems that exists in executing environmental supervision are proposed.
