摘　　要：法律责任及其追究是法的国家强制性的基本表现,也是各项法律制度得以有效贯彻执行的根本保障。环境行政法律责任虚置,在国家和社会生活中不能得到有效实现,是我国环境行政不作为、不有效作为、滥作为等问题存在的重要根源。Legal responsibility is the embodiment of the compulsory nature of law and the basis for its implementation, but the vacancy of responsibility paper proposes six suggestions as to how in environment protection law in China leads to the laxity of the law. The this vacancy can be filled in order to render the environment protection law effective.
