摘　　要：分析了技术导向和客户导向的电子政务规划决策模式实践中各自的优点与不足,借鉴软系统方法,提出了新的电子政务规划决策支持模式框架及其实现步骤,并对电子政务的未来发展模式提出了展望。This paper analyzes advantages and disaduantages on the current E-government Planning decision modes which are based on technology and customer in practice. In order to overcome these disadvantages, this paper gives a new frame of decision - making support mode of E - government planning and its operation steps based on the Soft System Methodology. Finally, the paper brings forward prospect of future mode of E - government.
