摘　　要：在新的历史时期,统筹城乡发展有着深刻的理论内涵。对中国来说,特殊的国情决定了城乡统筹有着特殊的必然性和紧迫性。只有树立了城乡一体发展的指导思想,才可能引导城乡走向和谐与繁荣。统筹城乡发展必须坚持城市带动农村,全面性、整体性、协调性相统一,以及政府主导与市场选择的良好配合等三大原则。The theory of coordinated development between urban and rural areas has its profound meanings in the new period, In view of China＇s actual conditions, it should be placed in a prominent position to lessen the differences between the city and the countryside, Only the guiding ideology of integration of urban and rural areas can lead to social harmony and collective prosperity. For this goal, we must adhere to three principles： city-led function in driving the flourish of countryside; all-round and concerted policies; combinatorial optimization of government actions and market mechanism.
