论循环经济产权制度体系的构建

摘　　要：传统经济条件下形成的产权制度体系不能够满足循环经济发展需要,阻碍了传统经济向循环经济的顺利转变。循环经济产权制度的功能在于促进各类组织的行为发生变化,从而保证各类组织的行为模式与相互关系符合循环经济的原则目标要求。根据循环经济的基本原则及其内在要求,循环经济产权制度体系主要包括:自然资源产权制度体系、自然环境产权制度体系、产品和副产品的产权制度体系和循环经济技术产权制度体系。The property right system formed in traditional economy cannot satisfy the development of recycling economy, which blocks the smooth transformation from traditional economy to recycling economy. The function of recycling economy consists in promoting the various behaviors in different types of organizations, then assuring the behaviour modes of different organiazations and their correlations adapt to the principles of the recycling economy. According to the principles and its interal requirement of the property right system of recycling economy, it includes property right system of natural resources, environment, product and by - product, and technology for recycling economy.
