天津滨海新区沿海都市型农业战略定位与创新机制研究  

On Agriculture Development Stratagem and Innovativing Mechanism in Binhai New Area Coastal City of Tianjin

摘　　要：滨海新区作为天津开发开放的前沿地带,要率先基本实现农业现代化,成为现代农业的典范,就必须强调自身特色,发展沿海都市型农业。本文立足滨海新区实际,分析了滨海新区建设沿海都市型农业的优势条件,如区位优势、农业资源优势、产业发展基础优势等,同时指出了在产业组织、资源环境、配套机制等方面存在的问题及制约因素,并由此确定了建设沿海都市型农业的战略定位、发展目标及总体发展思路,最后就如何构建沿海都市型农业,提出了6大创新机制和三项保障措施。Binhai New Area as a forward position of developing and opening in Tianjin should emphasize oneself characteristic and develop the city type agriculture in order to realize the modernization of agriculture fundamentally and become the example of modem agriculture.The article keep a foothold of reality in Binhai New Area,analyse detailedly advantage of developing the city type agriculture in Binhai New Area,such as geographic advantages,agrlculture advantages in natural resources,estate develops basis advantage etc,at the same time point out the problem and restrictive factor in the aspect of estate organizes,resource and environment, assorting mechanism,and ascertain the strategy plan,developing purpose and entirety developing thought of developing the coastal city agriculture.Finally,the article suggest six innovativing mechanisms and three guarantee measure of building the city type agriculture.
