精英在农村公共产品供给中的作用研究

摘　　要：增加农村公共产品的供给是解决"三农"问题的有效手段。公共产品理论的发展、属性的变化以及政府供给的局限性,使得农村公共产品的供给无法满足农民日益增长的公共需求,多元化供给已成为一种趋势。而农村精英作为农村中的崛起阶层,在农村公共产品的供给中发挥着越来越重要的作用。文章在对农村公共产品和农村精英概念界定的基础上,力求对如何发挥农村精英在公共产品供给中的作用有所探讨,同时指出农村精英在农村公共产品供给中的困境,并提出了相应的对策。In recent years, ＂three issues of agriculture＂ has become a prominent question in economic and social development, affecting the rural sustainable development and the social stability day by day, but increasing the supplies of rural public goods is an effective way to solve these problems. With development of the public goods theories and changes of its attributes, as well as limitation of the government supplies, supplies of the rural public goods is unable to meet the fanner＇s demands. And the multiplex supplies have become a tendency. As a new stratum rise from the countryside, rural elites are playing more and more vital role in supplies of the rural public goods. Basing on the definition of the rural public goods and rural elite, the essay tried to discuss how to maximize roles of rural elite, and to point out dilemma of the rural elite＇s in rural public goods supplies, at last put forth some countermeasures.
