摘　　要：随着社会经济的不断发展和城市规模的不断扩大，城市公共消防基础设施的任务越来越重，虽然近年来在消防机构的积极努力下，夏都西宁消防基础设施建设的投入有所增加，但仍跟不上城市发展的需要。对此，消防部门以“三基”建设为契机，通过调动社会各方面力量，走出了一条由政府总体员责，消防部门具体协调，建设、城管、房地产开发等单位员责基础设施建设的共同发展道路，有力地促进了城市公共消防基础设施建设的快速发展。As the development of society and econemy goes on, the urban- Ization is placing heavier hurden on the city fire prevention facilities, Although fire service In Xining has been active In Increasing Investment on fire proveiitlen facilities In the city, the development of the facilities Is still lagged behind the city development, Facing this preblem, fire service In Xininu takes ＂Three Basics Construction＂ as an opportunity, By Integrating social reseurces, fire service In Xining found a mutual way of developing city fire prevention facilities led by the government, coordinated by the city fire service and spensored by real estate developer, city developer and street regulator, which has contributed to the rapid development In the city fire prevention facilities in Xining.
