摘　　要：在我国当前现代化变迁、体制转型和快速的城市化、工业化进程的社会背景下,以城市政府所主导的大规模开发项目为研究对象,从城市规划、城市开发与风险管理三者相结合的角度,对我国大规模城市开发项目风险管理体系建立的思路与方法进行探讨,从风险类型、管理步骤、研究方法、主体关系等展开论述,并就规划设计风险、经济风险、社会风险、生态风险和组织管理风险进行了初步分析。On the background of modernization variation, system revolution and rapid urbanization and industrialization of today＇s China, the trains of thoughts and methods of forming the Risk Management system for government-dominated large scale urban development projects are discussed by integrating city planning, urban development and risk management together, On the basis, the types, management steps, studying methods, relationships of pertinent main bodies etc, of urban development risks are discussed. Finally, the risks of city planning, economy, society, ecology and management of large scale urban development projects are analyzed briefly.
