摘　　要：建立新型农村最低生活保障制度已势在必行,它能有效地促进农村和谐发展,也是能否尽快建立与完善农村社会保障制度的关键。根据各地农村"低保"的实践,提出几点建立农村"低保"的原则,并在具体实施方面提出政策建议。It is necessary to build up a new minimum living guarantee system of rural residents in China now,and the system will be established during this year.It can speed up the development of rural areas,and it is also the base of rural social security.This article put forward some principle about minimum living guarantee system of rural residents,and then offered some helpful advice on its implement.
