摘　　要：通过分析基础教育偏差的成因,指出教育行政滞后是症结所在,只有改革现行的教育行政体制才能抑制基础教育偏差。Through analysis the author thinks the delay of educational administration results in the deviation in elementary education. Only reforming the up - to - date administrative system of education can restrain the deviation in elementary education.
