新疆地区公务员在应急管理中的能力构建研究

摘　　要：新疆少数民族地区的区情决定了新疆地区应急管理的特殊性在于它更多应对的是民族冲突和恐怖袭击这类社会安全事件。这就要求新疆地区的公务员在应急管理中应该具备预防能力、处理能力、公关能力和学习能力等方面的特殊能力。新疆地区的公务员应该以最大的责任感和紧迫感不断增强自己的应急管理能力,为维护安全和稳定履行好职责。In the light of the special conditions in Xinjiang, the Emergency Management in this region is mainly to cope with social security incidents such as ethnic conflicts and terrorism, which requires that civil-servants in Xinjiang acquire capabilities of prevention, solution, interpersonal relations and research in emergency management. It is therefore imperative that civil-servants in Xinjiang, having the sense of responsibility and urgency, reinforce their capabilities of coping with emergencies in order to better fulfill their duties of safeguarding security and stability.
