福建省新一轮集体林产权制度改革的成效分析

摘　　要：福建省当前正在进行的新一轮林改是一次涉及面十分广泛的系统改革,它不仅调整了林业生产关系,而且极大地促进了林业生产力的发展,已经取得了显著的成效。文章运用规范分析与实证分析相结合的方法,指出新一轮林改的主要成效在于提升了森林培育业的竞争力,提高了林农的收入水平,兼顾了效率与公平,推进了林区的民主进程,促进了林业生态建设,还有助于促进林业科技创新和科技成果的推广与转化,是对福建林业发展的全方位推进。The new round of reform of the forestry property system in Fujian Province is a comprehensive and systematical reform, it not only adjusts the relations of production about forestry, but also greatly promoted the development of forestry productivity, and it has been achieved notable progress. This article compre- hensive applying the combination analytical method of normative and positivism, and then it point out that the mainly effects of＇ the new round of reform is to improve the competitiveness of afforestation industries. It also increases the income of forest growers, and consideration be given to both efficiency and fairness. Then it further advancing the course of democratic process, and promotes the construction of forest ecological, it also helps to speed up the innovation of scientific and technological and accelerates the translation of scientific and technological into practical productive forces and widely apply them. So it contributes to provide all-dimensional impulse action to Fujian forestry.
