摘　　要：欧盟是我国第一大贸易伙伴和重要外资来源地,也是我国企业遭受反规避调查的重灾区,2004年3月13日欧盟部长理事会公布的461/2004号反倾销条例又对其反倾销规避制度作了重大修订。本文着重阐述了欧盟反规避立法的产生和发展,分析其对我国的影响,并进一步探讨我们可以采取的相应对策。EU is China＇s biggest trade parter, the important foreign capital source as well as the region in which our enterprises face many anti-circumvention investigations. On Mar 13, 2004,Anti-dumping Rule（No.461/ 2004）issued by EU Ministry Council revised the anti-circumvent regulation greatly. This paper analyses the formulation and development of EU＇s anti-circumvent legislation and its influence on China, and further explores our possible countermeasures.
