摘　　要：为了提高地方煤炭工业局的管理水平,满足现代信息化的需求,在调查研究了当前信息系统开发技术发展与应用状况的基础上,文章提出了一种基于B/S模式的地方煤炭工业局管理信息系统的设计方案,确定了系统的模型、结构和功能,并阐述了系统实现中使用的WebGIS、CAD文件的上传、Web图形统计和安全机制等关键技术。系统成功应用于七台河市煤炭工业局,提高了其办公效率、管理水平和决策能力。To improve the management level of the local coal bureau of industry and meet the demand of modern informatization, a design scenarlo about the local coal bureau of industry based on B/S was presented in this paper. The model, architecture and function of the system were also defined. The WebGIS, CAD file upload, Web figural statistics, the safety scheme and other key techniques were expounded further more. This MIS system has been applied in Qitaihe Coal Bureau of Industry successfully, improved the bureau＇ s work efficiency, management level and decision ability.
