摘　　要：完善社区卫生服务机构的服务功能对满足基本卫生服务需求具有重要意义。文章通过调查不同体制社区卫生服务机构各项卫生功能完成状分析公立及私立社区卫生服务机构开展公共卫生服务的理念及其产生的作用,并针对存在的问题提出相应的对策和建议:卫生行政部门应消除对私立社区卫生机构的歧视;对不同体制社区卫生服务机构开展的公共卫生服务项目根据其完成的质和量给予同等的费用补偿。There is important significance to perfect service fimctions of community health institutions to meet demands on basle health care. Through investigating the situation of community health institutions with different ownership implementing public health functions, this paper analyzed the ideas and roles of state - owned and private community health service institutiom carrying out publie health service, and put forward corresponding measures and suggestions aiming at existing problems. Health administrative department should eliminate diserimination to private community health service institutions. The community health service institutions with different ownership should get same compensation according to the quality and quantity of public health service items that are carried out.
